White Rose Leadership Institute Announces Next Executive Director

The board of directors of the White Rose Leadership Institute (WRLI) is pleased to announce the appointment of Lisa Barshinger to the position of Executive Director. The WRLI oversees the York Federal Fellows program and the annual Give Local York fundraising day. The mission of the WRLI is to support nonprofit leaders as a vehicle to strengthen our community. This is accomplished by offering fundraising opportunities, the highest quality programs, consultation and mentorship, leadership training, and community-building partnerships.

Barshinger brings over 15 years of experience in business development, fundraising, marketing, and community engagement. Most recently, she held the position of Community Engagement Director at First Capital Federal Credit Union as well as the inaugural Executive Director of the FirstCap Gives Back Foundation. Her strong dedication to improving the lives of others in the York community has been recognized by community leaders and nonprofit peers.

Barshinger serves as President of the Foundation for the West York Area School District, serves on the UPMC Pinnacle Foundation board of directors, and serves as an Ambassador for the York County Economic Alliance.

The White Rose Leadership Institute’s mission is to support nonprofits through the long-term sustainability of leaders and their organizations by offering fundraising opportunities, the highest quality programs, consultation and mentorship, training, opportunities for collaboration and community-building network.

Through our signature fundraising event, Give Local York, the largest day of giving in York County, PA, we help hundreds of nonprofits raise unrestricted funds and connect with new donors, all while providing training and support on storytelling, marketing, donor engagement and stewardship.

The White Rose Leadership Institute also offers the York Federal Fellowship, a fellowship program in nonprofit leadership that strives to strengthen the ability of experienced nonprofit executives to lead their organization for greater community impact.

Robert W. Pullo established the York Federal Fellows Program in 2005 through the York Federal Foundation Fund of the York County Community Foundation. Matriculating its first fellowship class in 2006, the York Federal Fellows Program offers outstanding nonprofit executive leaders the opportunity to spend a year developing professionally and personally while expanding their leadership skills. With a grant of up to $5,000, executives can pursue their development and connect with other executives during regular workshop sessions throughout the year.

In 2017, the advisory committee of the York Federal Fellows Alumni—composed of Fellows themselves—made the decision to spearhead a community Giving Day in York County, called Give Local York. The first-ever Give Local York event was held on May 4, 2018, and raised $1,478,837 for 211 participating nonprofits in 24 hours. In 2024, the county-wide event raised $5,276,891 for 323 nonprofits.
